  • Professor (Public Law, especially Administrative Law, Tax Law) (Emeritus, since 2022, Professor 1st gr. 2009, 2nd gr. 2004, tenure: 2003, 3rd gr. 1999, 4th gr. 1990), Athens School (former: Faculty) of Law, National and Kapodistrian University of Athens.
  • Attorney at Law before the Supreme Court of Greece (since 1993), member of the Athens Bar Association (admitted 1981, active since 1986). Founding and Managing Partner of the law firm Fortsakis, Diakopoulos & Associates (formerly Fortsakis, Diakopoulos, Mylonogiannis & Associates, since 2002).

  • Extensive legal practice, expert advice, and legal opinions, particularly in Administrative Law (public contracts, tax, energy, environmental law).
  • Regular litigation before the supreme courts of Greece, especially the Council of State.

  • Participation in numerous international arbitrations, as both counsel and arbitrator, in matters of administrative and tax law.

  • Frequent speaker at more than 120 national and international conferences on Administrative and Tax Law.

 

► International Activities

  • Council of Europe (Strasbourg, 1999-2003): Independent international expert in Public Law, participating regularly in the Section “Legal Cooperation - Administrative Law” and in the working group CJ-DA-GT. Actively contributed to the drafting of Recommendations on administrative law, including:
    • Alternative Resolution of Administrative Disputes [Rec(2001)9]
    • Enforcement of Administrative Acts and Judicial Decisions [Rec(2003)16]
    • Judicial Review of Administrative Acts [Rec(2004)20]
    • Authored several expert reports and undertook missions to Eastern Europe and Central Asia (e.g., Poland, Georgia, Armenia, Moldova, Latvia, Kazakhstan) to support the establishment of administrative justice systems and human rights implementation in view of accession to the Council of Europe. Occasionally represented the Greek Ministry of Justice in Council of Europe activities.
  • European Council of Environmental Law (Madeira, Portugal, from 1999): Independent expert in Public Law.
  • Institut de sciences politiques de Paris: member of the international evaluation committee, appointed by the Hcères (High Council for the Evaluation of Research and Highet Education, France, 2019).
  • Institut Universitaire de France (Paris, 2024): Served as foreign expert on the jury for the selection and funding of outstanding legal research projects submitted by French university professors.
